Due to the fact that you cannot leave the compound without the main objective and the main objective is actually outside the compound, the heist cannot be played at all.

Keep cycling through the cameras until you find Office - Cam 1, which is El Rubio’s office. It has a fingerprint lock on an elevator leading to the basement, which is the last thing you need to finish this leg of the Heist.
Which is why they added the kill zone. If the killzone wasnt there the animation would've just worked and you'd complete the task standing on top of the tower as if nothing strange just happened.
NOTE: To speed things up, you can sit down at the bridge controls on the Kosatka and select Fast Travel to move to the section of the ocean that is closest to the destination, or you can travel via land, then use Services on the Interaction Screen to send the Kosatka, then call for it again, and it will spawn in the water near you.
There are four bolt cutters to be found dotted around Cayo Perico; they spawn randomly, however, so won’t be in the exact location that others may have found them. The good news is, they will be in the same general vicinity – usually located on top of a crate, table, or in a workshop.

Before heading to the area where the construction workers are patrolling, pick up a Hardhat and equip it. This will enable you to blend in, as long as you still try to avoid staying too close to enemies for too long.
However, there are a whole bunch of optional objectives you will need to complete to fully plan the mission. If you just want to complete the heist as quickly as possible, you’ll only need the Kosatka submarine, all three pieces of equipment, and one of the five different loadouts (we’d advise buying suppressors too). The rest are optional, but will make the heist go a lot more smoothly.
